How can I set a Conditional Policy for all Azure Portal?

Hello,

I am struggling here with Conditional Policy feature, were I am trying to enforce MFA over Azure Portal, but I am unable to find that there:

The only one that I have found was this one but still no match's for a group of users:

How can I find this for the all Azure Portal?

    From the screenshots you shared, I see that you have created a Conditional Access policy to require Multi-Factor Authentication (MFA) for Azure Portal logins.

    Based on the screenshot, here is the policy you've configured:

    I see that you’ve confirmed the user "user.test" is part of the DevOps group. According to the policy, "user.test" should be prompted for MFA.

    However, I noticed that the CA policy is currently set to "Report-Only" mode. To enable the policy, please change the toggle to "On."

    Making this change will apply the CA policy to your users.
