Intune update rings Auto Install and Restart during maintenance time behavior not working as intended

I have computers set to update and reboot at maintenance time, however this has been very inconsistent, and for the life of me cannot find a solution online.

Our environment we have workstations that stay plugged in and on at all hours, no sleep. Users go home at the latest at 6:00pm. and computers are not actively being used. Our active hours time is 7am - 6pm set in intune. computers download updates just fine, but I cant get the things to reboot during Maintenace windows. Have a deadline set for 3 days and grace period to 2 days. with automatic reboot enabled. Some users are getting prompts they need to reboot because it's not initiating reboot during the night.

Any idea's why this isn't working

    For this issue, please check the registry key under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\current\device\Update to ensure the Windows Update Ring policy is successfully deployed to this target device, here is a link with details for the reference: https://techcommunity.microsoft.com/t5/intune-customer-success/support-tip-troubleshooting-windows-10-update-ring-policies/ba-p/714046If possible, please show us the screen shot about update ring settings.

    Did this device will reboot during active hours? If yes, based on my research, when we set "Deadline for quality updates" or "Deadline for feature update", before the deadline, restarts can be scheduled by users or automatically scheduled outside of active hours, according to Update/ConfigureDeadlineNoAutoReboot. After deadline passes, restarts will occur regardless of active hours and users won't be able to reschedule.

    We can check if the deadline is passed which cause the restart occurs in Active hour.
