Update Split Merge Worker image to pull over VNET

Please update Split Merge worker image and documentation.

The image currently does not pull successfully over VNET on ASE. The image has foreign layers that are not reachable through VNET.

The Woker image on Azure Web Apps does not pull successfully over VNET. The image has foreign layers that are not reachable through VNET.

If this Worker image requires external access, (i.e will not work over VNET), that should be highlighted in the documentation.
