I'm trying to upload dependencies from a game made in Unity, but I'm getting this error

Package acceptance validation error: You don't have permission to submit framework packages at this time. Package Microsoft.VCLibs.x64.Debug.14.00.appx is a framework package.

I know I need to switch to an account with the permission to upload the package, but the problem is I don't think I have one, I just created an account for the xbox developer, and that's it, so I don't know what to do
