Is the following statement true for Microsoft 365 Personal accounts?

Microsoft 365 Personal accounts do not support custom add-ins or sideloading via XML files.

If I want to use custom add-ins or sideloading via XML files, I have two options and need to choose one of them:

  1. Join the Microsoft 365 Developer Program (if I have a Visual Studio Standard, Professional, or Enterprise subscription).
  2. Upgrade my Microsoft 365 Personal account to a Microsoft 365 Business or Enterprise account.
