I cannot create Functions app in the exercise "Monitor GitHub events by using a webhook with Azure Functions"

Question

I am doing the exercise in https://learn.microsoft.com/en-us/training/modules/monitor-github-events-with-a-function-triggered-by-a-webhook/ but I am not able to create the Azure Function App. I receive the error below:

The client 'live.com#******@outlook.com' with object id 'afaaef3d-f0d5-4cf1-a3c5-a6f08b706db6' does not have authorization to perform action 'Microsoft.App/register/action' over scope '/subscriptions/f1f238e7-bfca-4e49-a77a-07cc9eb0560d' or the scope is invalid. If access was recently granted, please refresh your credentials. (Code: AuthorizationFailed) (Code: AuthorizationFailed)

I tried to create a new Sandbox, logout and login but it didn't help.
Moreover, i was able to create Azure Function app in previous exercises but now i can't create in any Sandbox.
