I am currently upgrading work mobile phone's and not everyone has a personal Microsoft email account to add to there MFA account in order to back up, we rely on MFA quite heavily in my work place and I can't have user's lose the info stored on there MFA app.

Are you admin or end user?
For end user contact your Office 365 admin. (i.e. you may contact the person who gave you your Microsoft 365 user account and password for further assistance).
I'm an admin myself, but the MFA accounts I am referring too aren't. I work in the IT department and I deal with all things phones, I am upgrading colleagues work phones but I can't seem to find a way past having a personal Microsoft account to back up the MFA account information
