You haven't provided any information, like SQL / DQS version, on which action the error occurs and so on. You have to provide much more detailed informatiosn.

My interpretation of the error message is that something goes wrong during error handling where something tries to deserialise SqlException. In such situations it is almost hopeless to find the original error.

Although, I am tempted to say that the root cause is that you are using DQS at all. From what I have learnt, there are third-party tools out there that can perform the tasks of DQS. DQS was released with SQL 2012, and I don't think there have been very improvements since then.
