Failed deployment of resource for Bing Search API

I'm unable to create a resource for a bing search api. I keep getting failed deployment message that says "The resource validation failed. (Code: ResourceCreationValidateFailed)".

I have an active subscription and I'm filling all the boxes in deployment request. I don't know what I'm doing wrong.
