user intermediate certificate (.CER file) as a configuration profile - error code 2016281112

We have deployed a user intermediate certificate (.CER file) as a configuration profile and targeted it to all devices. We have validated that the certificate is installed and present in the Intermediate Certification Authorities store on all devices. However, the report status is showing as "Non-compliant" with the error code -2016281112.

Anyone has reported such issue. please provide your input.
