Authenticator app account restore missing account , STUCK, NO SOLUTION

Question

I turned on backup on my new phone. The app clearly states backup created and i can see backup details in the app.

I freshly installed authenticator app on my new phone.

I choose restore backup. Not Login.

I logged in to my recovery account.

and I'm missing ALL my code generate accounts (basically everything but Microsoft accounts).

and all these accounts refuse to regenerate a QR code for my new phone because they are still requesting codes from my old phone.

please help.
