Failed to create Azure OpenAI deployment BadRequest: Your subscription is in a geography CN where access to Azure OpenAI Service is restricted for non-enterprise customers. Please speak with your account manager if you have any questions. I used to be able to create a new model, but after I deleted the old one, I can no longer create a new one.

Thanks for reaching out to us, Azure OpenAI was restricted in CN area from July. Now this region is not available for Azure OpenAI models development.

I am experiencing the same issue: "Your subscription is in a geography CN where access to Azure OpenAI Service is restricted for non-enterprise customers. Please speak with your account manager."
However, according to the invoice I received from Microsoft, my account should be associated with an enterprise. Despite this, I am still unable to access Azure OpenAI services. This issue persists even though I have valid billing records showing that the subscription is linked to a business entity. I have also confirmed that my role is Owner within the Azure portal.
