Can't change "Microsoft SharePoint Foundation Subscription Settings Service" in Farm Services.

I'm trying to learn about setting up hybrid services for Sharepoint Subscription Edition.

The article states that I need to enable "Microsoft SharePoint Foundation Subscription Settings Service" in Farm Services. When I follow the directions, it shows me the settings, but it is not editable.

I understand I can try PowerShell. What I want to know is why are the instructions not working? Did this ever work like that?
