First of all, you tried to update the solution in the article. However, I would like to confirm with you that the solution in the article is only for the "c42q0" event tag, and since you didn't mention the event tag number you encountered in your question, I would like you to check your ULS Log again to see if you encountered the "c42q0" event tag.
If so, please continue with the steps below, if not please let me know the specific event tag number, it is likely that some other event is causing the problem.

After confirming this, restart the relevant SharePoint service in IIS server and then check if the problem still exists.
Finally, if the problem persists, I suggest you re-run the SharePoint 2019 configuration wizard run wizard. Sometimes this solves most of the SharePoint Server issues.
