Azure OpenAI "Completions call failed. Please try again." or timeout when using an API

When using the Azure OpenAI Studio Chat playground, I enter a message on the chat, but after several seconds I get the error "Completions call failed. Please try again.".

I use an Azure pay-as-you-go account. I have tried different regions for the Azure OpenAI resource and different model deployments (ChatGPT3.5-Turbo, ChatGPT 4, etc.) for that resource.

Similarly, when using an API, which works fine with the non-Azure OpenAI service, I get initial connectivity to the Azure model deployment but a timeout when sending a message.

Could you please confirm if you have any proxy / firewall within your network ? If Yes, Please check if you can bypass it and then try testing again.

Also, please check if you have enabled the All networks access under the Networking setting within your Azure OpenAI resource as shown below?
