is azureforeducation.microsoft.com actually working? it seems broken?

I work at a post-secondary institute that has some kind of contract with Microsoft, I don't really understand it, but internal knowledgebase articles tell me to go to

https://azureforeducation.microsoft.com/devtools

When I try to this site, whether in Firefox, Chrome, or Edge, or Firefox on my phone, or Chrome on a friend's computer, it returns a 301 redirecting back to itself. I've cleared cookies, I've tried incognito mode and non-incognito mode, etc.

This problem has persisted for more than 24 hours.

Is it just me (on 5 browsers across 3 devices)? Am I doing something wrong?
