Currently, the time format shows "MM-DD-YYYY" in intune portal and it will not change when you change your account preferences in regard to date formats. In intune portal, the date format is default and cannot be changed.
If you really want to change the date format, it is suggested to post it in intune feedback portal. It is a place to collect customers' requirements and questions. Here is the link:
