Can encrypted folders or files be prevented from reuploading?

How could users encrypt folders or files, so that it can be prevented from uploading?

Would it take a console command line library in Windows shell?

I am certain that there are many options for users who want to their future products from reuploading, so that merchants get their money's worth for every customer.

    You may achieve this using DLP and Information Protection Policies and these are set of policy which gives you ability to control your files and data. It has nothing to do with encryption but it is about managing data and make sure users won't be able to share data where they are not suppose to share in any form such as upload, email and so on.
