Make sure the debit card you use is not linked to a previous Azure account. If so, try using a different card.
Sometimes the issue can resolve itself after a while. Log in to your Azure account again and see if you can get credit now.

If nothing works, you may want to create a new Azure account with a different email and payment method that you haven’t used before.
