An Azure service that is used to provision Windows and Linux virtual machines.
My azure VM running windows 2019 can only connect to a new managed sql instance about 60%

New VM and SQL managed instance. VM is 10.0.0.4. SQL instance is 10.1.0.9. Peer networking is on with forwarding.
The VM azurevm-01 can only connect to sql1.b32ttf63t79d.database.windows.net:1433
60% of the time. I'm using powershell and sqlcmd.exe to loop and test connectivity. This whole environment is new so it could be a configuration issue.
