According to my search, with Windows 10 22H2 update, the Windows Spotlight feature is added to the desktop background in the March 26, 2024 - KB5035941 (OS Build 19045.4239) preview. To enable this feature, go to Settings > Personalization > Background > Personalize your background and select Windows Spotlight.
However, this feature may not be available to all users immediately as it will be rolled out gradually. If you don't see the option yet, stay tuned for future updates. You can also provide feedback to Microsoft through the Feedback Hub by pressing Windows Key + F.
As an alternative, you can try the dynamic theme from the Microsoft Store app. Once installed, you can select it from the system settings to simulate the Windows Spotlight experience. Here is the link: Dynamic Theme - Free download and install on Windows | Microsoft Store
