VM has automation scheduled auto start but it failed status we did reapply and redeploy also still same issue and I tried to open Microsoft case but we do not have scope of create a ticket please look into this issue

Could you please confirm are you using Automation scripting in azure? if you provide a more information, it could be very helpful to identify the issue and resolve it.

I see you have already tried redeploy the VM and the state of the VM remained same. Please run an Update command using the CloudShell from Azure Portal.
az vm update -n <VMName> -g <ResourceGroupname>Possible Cause: This seems to be a guest agent issue. This retryable error is due to VM guest agent not responding.
If the above command brings back your VM to normal state. Please check the status of VM guest. Ensure the guest agent is up-to-date. If not, you need to make sure the the VM guest agent is updated by following this document

Important:
Ensure that your VM has access to IP address 168.63.129.16 for the VM guest agent to communciate probably with azure backend. For more information, see What is IP address 168.63.129.16?.Ensure that DHCP is enabled inside the guest VM. This is required to get the host or fabric address from DHCP for the Azure Windows VM Agent and extensions to work. If you need a static private IP address, you should configure it through the Azure portal or PowerShell, and make sure the DHCP option inside the VM is enabled. Learn more about setting up a static IP address by using PowerShell.
