Error 43881 when trying to purchase subscription

When trying to purchase a service subscription thru admin portal, I am getting error stated below. Problem is that in my country (Slovakia) aparently we are not worth for microsoft to allow communication with live agent, and the dummy "AI" voice agent can't provide me any help, neither I am able to open some support ticket. MICROSOFT WOULD YOU BE SO KIND AND WOULD YOU ALLOW ME TO PURCHASE SEVICES FROM YOU!!!!
