Based on my research: This is because the recipient tagged your IP address as potential threat or you maybe sending from low reputation IP Address. This is an Office365 (recipient) policy.
There are 2 resolutions for this:
- You can remove yourself from the blocked sender list: https://learn.microsoft.com/en-us/defender-office-365/external-senders-use-the-delist-portal-to-unblock-yourself
- Or you can ask the recipient to whitelist your IP address from their side. You can also ask them to create an Office365 support ticket to "Release the tenant from not accepting IP Traffic"
