What Organization Policy an email to a ##########@txt.att.net Email address was rejected for

Good afternoon!

I am helping a colleague who sent an email to his phone number (email to text) via the ATT Text Relay by adding the following to his phone number: @txt.att.net. He recently was no longer able to do this and get's a bounceback saying that the message is rejected on a Microsoft Mail server due to an Organization Policy. I'd like to know what policy is blocking the message.

This used to be how he got alerts from a server he is using. It has stopped working.
The last bounceback he got says the following:

Error Details

Error: 550 5.7.1 TRANSPORT.RULES.RejectMessage; the message was rejected by organization policy

Message rejected by:

SN7PR13MB6101.namprd13.prod.outlook.com

It looks like a production Outlook Mail server has rejected the message and bounced it back.

    Based on my research on the error "550 5.7.1", i found that this error indicates a security setting in your organization or the recipient's organization is preventing your message from reaching the recipient.
