Unable to create conditional access policy

I see "new policy" option is disabled under my conditional access settings. I wanted to enable MFA but it is not allowing me as it is disabled.

Upon checking further I see I need to activate by purchasing Microsoft Entra ID Premium. I want to know plan amount for each plan. But unable to see them too because it is asking for a work or school account to login.

Can anyone help me on both of this.

    If all you want to do is enable MFA, you don't necessarily need CA policies and Entra Premium. You have two "free" options:
