cannot save uk settings in outlook

Question

why is it impossible to change the default usa time and language setting on both my laptop and desktop to uk times ? I have gone into settings a hundred times to set uk times and language save these settings only to find they are not saved and back we go again with usa time zones which is no good for me whatsoever , occasionally i get a refresh page notice but this comes with a error notice .

I thought this new email programme would be more advanced but I'm disappointed if i am not able to use this correctly in my own country
