Unable to activate Azure monthly credit using your personal MSA account

I am attempting to use my Azure monthly credit by activiating it via my personal(hotmail) account. I get this error message:
You can’t activate this Visual Studio benefit more than once
You’ve already activated this Visual Studio benefit and can’t activate it again.
