i have add Teams.ManageCalls and Teams.ManageChats in api permission. But when i try to grant admin consent. i get error "Could not grant admin consent. Your organization does not have a subscription (or service principal) for the following API(s): Azure Communication Services,Microsoft Graph"
I'm not sure what to do here

Make sure your tenant has a MS 365 subscription.

I am trying to create a registration app for another organization to use.
So other organizations must register for MS 365 subscription. And I don't need to grant admin consent for Teams.ManageCalls and Teams.ManageChats, right?

Yes, if your app is a multi-tenant app and is being used by other tenants, then the target tenant needs to have a MS 365 subscription as these permissions are specific to the Teams service.
Also, if you do not intend to access resources of the primary tenant using the current app, then you do not need to grant admin consent in the primary tenant. When other tenants use your multi-tenant app, the authorization platform will require the target tenant's admin to consent to the above permissions.
