I created a VMSS with spot VM. Due to the eviction policy of spot VM, some of instances will be deleted sometime, and new instances will be created by VMSS autoscaling.

However, when some instances are creating, provison state of this VMSS is failed, and the status is ❌All succeeded

Could you please tell me:

1.Why VMSS provison state will convert from succeeded to failed?

2.What's the difference between 'provison state' and 'status' in this screenshot?

3.What does '❌All succeeded' means?

The provisioning state might change from "Succeeded" to "Failed" due to several reasons, especially since you’re using Spot VMs. Spot VMs can be evicted by Azure if there's a higher demand for resources, and when that happens, the VMSS will try to create new instances to replace them. If there are issues with capacity, quotas, or other resources, the provisioning process might fail.

As for the difference between "Provisioning State" and "Status," the provisioning state is about the setup or deployment of the VMSS. whether it's still being created, if it was completed successfully, or if something went wrong during the process. The status, on the other hand, reflects the ongoing health and operation of the VMSS after it has been set up, telling you whether the instances are running fine or if there's an issue like them being stopped or unhealthy.

If the Provisioning State fails, it may show as "❌ All succeeded," indicating that some instances had issues during provisioning. However, if the Provisioning State is successful for other instances, it will be marked with a check icon (✔), showing that those instances were successfully created or updated.

I’d recommend checking the Activity Log for any specific errors or warnings that could explain what's going on. Also, make sure to verify the health of the VMSS instances to see if they are functioning properly.

Sorry, what do you mean by "However, if the Provisioning State is successful for other instances, it will be marked with a check icon (✔)"? The situation was that some of instances were in creating while others were running well, and the VMSS's status is '❌ All succeeded' as shown in screenshot.

Today is 11/25, the latest situation is: all of instances are running well, but VMSS provison state is failed, and VMSS status is '❌ All succeeded'

In some cases, this could mean that all provisioning steps were completed successfully, but there might be underlying issues with specific instances or extensions. To get a clearer picture, you can check the detailed status of each instance in the VMSS (Virtual Machine Scale Set) by navigating to the Azure Portal and looking under the "Instances" section.

If you are still unsure, running a CLI command like az vmss list-instances can provide more detailed information about the provisioning state of each instance and its extensions.
Use below command

az vmss list-instances --resource-group MyResourceGroup --name MyVmss --query "[].{instanceId:instanceId, extension:resources[].id, extProvisioningState:resources[].provisioningState}"
