how to extract text from pdf?

Hi every body
I have this kind of pdf. it was exported from dwg.I can read dwg and extract text from it . today I need to read this pdf and extract text from it but I can't.
i have used many library like itext7 but it didn't works.
is there any way to decode pdf content into a plain text and read it line by line or another way?

Currently Microsoft does not provide this method. The reason why you failed to use itext7 may be because your PDF is too complex. You can try to save the text part separately as a PDF file for scanning.

I think your PDF simply contains an image and no text objects (the image contain all drawings and text itself). If that is the case then it explains why itext failed to extract text. If that is the case, you probably need to do OCR first.
