Change Notifications aren't being sent for certain subscriptions

We have an application that users from different domains/tenants/companies use to subscribe to change notifications for their mailbox.

There is a certain tenant for which none of the users subscriptions seem to work. Our webhook doesn't receive notifications for any of them.

We have tenant id, domain, email addresses, user ids, subscription ids which can be provided to assist in troubleshooting this problem, but are hesitant to directly provide them in this question to avoid sharing details that might be unnecessary and/or unsafe for users.

Subscription renewals succeed without any errors. We also tried deleting existing subscriptions and creating new ones, but notifications are still not being delivered.

What would cause the notifications to not be delivered?
