Authenticator one-time codes do not migrate to new device, despite having enabled backup.What can I do to migrate the one-time codes?

After changing devices, the one-time codes were not migrated, even though I had cloud backup enabled and restored the authenticator on the new device via the cloud backup. What can I do to migrate the one-time codes? It is not possible to generate one-time codes on the new device using the old device, because on the previous device, the secret key is not shown, only the one-time code.
