Upgrading from access 97

Hi all, I have a VM that is of 32 bit and is running access databases on Access 97 and the rest of the products like word are of 2013. The VM is of 32 bit windows 10. I created another VM in Microsoft Azure and since the database on that pc we're only shortcuts I can pust those shortcuts on the newly created Windows server 2019 64 bit VM. My question is can I upgrade to access 2010 and which specific version basically can easily support it without any issues at all. And will I have to purchase a licence for that ? Thanks
