Two-step authentication was hacked and they changed my phone number. Now I have do access to that account.

Tried to get my email and iPhone stated an error and to login again. Went to login and when two step verification pops up the number listed isn’t mine.
Someone was able to change this number without my consent and now I’m locked out of that accounts email.
Any help is greatly appreciated.
