Do you mean "Visual Studio Community 2017", or "Visual Studio 2017 Express for Windows Desktop"?
Here's the EULAs, you can check the corresponding one(s).
The license looks very similar, maybe you want to check this one: MICROSOFT VISUAL STUDIO COMMUNITY 2017.
