And what about limitation of use Visual Studio Express 2017? Is it the same as VSC 2022?

Do you mean "Visual Studio Community 2017", or "Visual Studio 2017 Express for Windows Desktop"?
Here's the EULAs, you can check the corresponding one(s).
The license looks very similar, maybe you want to check this one: MICROSOFT VISUAL STUDIO COMMUNITY 2017.

Indeed, the license terms for "Visual Studio 2017 Express for Windows Desktop" don’t mention if there’s limitation for some users.
As you know, Visual Studio 2017 is EOL(Mainstream). Using Community version or a higher edition might be a better choice.
However, I know that you’d like to use VS 2017 Express for Windows desktop and would like to see if it is free for commercial use. You may try to directly contact Visual Studio license/subscription team or call to a Microsoft licensing specialist(call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time)) to double confirm this.
