Cannot "Start Monitoring" in Resource Monitoring - Access is Denied

Any idea what may be causing the Resource Monitor >Start Monitoring in Win 11 23H2 to give Access Denied error?

Tried domain admin, built in admin

Resource Monitor opens but when you click Start Monitoring, it gives "Access is Denied".

This may not be relevant for non-enterprise scenarios, but in our org the local security policy > local policies > user rights assignment was missing the 'builtin\administrators' and 'nt authority\service' accounts from the policies 'create global objects' and 'impersonate a client after authentication'. By default, these are present along with 'local service' and 'network service' - if you are using a managed device this could be due to policy configuration removing the accounts. After adding the accounts and restarting I was able to start the performance monitor using an administrator account.

To further troubleshoot this issue, please kindly try below steps:

1.Check the domain policy settingand see if its ristricted.

2.Start the OS in clean boot model and see if it works fine.

3.Check if there's any error messages in the event viewer.
