I can't share a SharePoint Copilot agent with others that don't have a Copilot license

I was under the impression that you can share a Sharepoint copilot agent with others that don't have a Copilot license. However, when I share a link, these users get a message that they need to have a copilot license. Have I been mislead about the user requirements?
