Based on your description, it seems you have enabled "App Passwords" under the per-user MFA service settings. However, despite enabling this option, the "App Passwords" section is not appearing on the My Sign-Ins page for the end user.
To ensure the availability of App Passwords, users must have their per-user MFA status set to Enforced.
