What is the step-by-step process of upgrading my co-workers Microsoft Teams app from Basic to all access?

Could you please tell me if you want to grant users permissions to certain apps or assign them to administrator permissions?

Grant app permissions:

In the Microsoft Teams admin center, find the app you want to manage, view and manage app permissions, or assign it to users. Refer to Grant and manage permissions for Teams app permissions.

Assign administrator permissions:

If you need to assign user administrator permissions, you need to do it in the Microsoft 365 admin center. Find the user and manage roles to assign Teams administrator permissions.
