As I understand employees in your organization are having hard time to login to Azure services. You have some User Risk and Sign-in risk policies configured in your tenant due to which users are unable to login.To resolve this issue, you need to have Global admin credentials. Ideally you will need to contact your Global admin to disable these policies.
If you do not have Global admin credentials, then you will need to talk to our data protection team. This team will have your identity proven and then they will help you with Global admin access based on their process.
I see that you have already opened a case with our support team. And this case is transferred to our data protection team.
