Trying to delegate control to a non admin user to be able to trigger AD replications and getting access denied. Have followed multiple articles found but nothing works. The user given access basically already has full AD access but no domain admin or part of built-in administrators groups. Have assigned the required replicating directory changes permissions but still not able to perform manual sync's

You can try to add "replicating directory changes all" permission and then check if it helps.
If it does not work, it may need admin permission to trigger AD replications.
