Couldn't creat a web app using azure app service for a particular name which is not active in use elsewhere

I can't able to use a name for web app which is not actively in use ( insightshubprodwebapp1) . A subdomain of a web applicatioin has this dangling CNAME pointing to azurewebsites with this give name (insightshubprodwebapp1) and to prove the claim for penetration testing report as a Proof of concept, I need to create a web app with this name. I need help in knowing the status of this name or any other reason that is not letting me to create web app with this name.. I'm adding that web application's DNS record for your reference which indicates the unavailability of this particular name.
