Sp2013 to Sp2019 DB migration with custom SPWeb template

Hi.
I need help with one problem:
we have a custom WebTemplate, that comes with WSP in 2013 farm.
After migrating DB from 2013 to 2016 we get an error upgrading without this template.
We dont need this WSP and template anymore, so we dont want to migrate this template to new farm.

We've tried to backup all lists of the web with custom template in old farm and move them to web with normal template, such as STS01.
But one of SPWeb with custom template is root Web. So, if I'll delete it through GUI, it also delete site collection.
With PowerShell I get an error deleting root web.

So did i have any options with it with minimal effort?

    Based on your description, I understand that you want to migrate a site without custom template from SharePoint 2013 to 2019.

    First, you should set OOB site template for the site, then migrate a site from SharePoint 2013 to 2019.
