Not being eligible is usually due to one of the following reasons, so double-check whether the following items are true:
- The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
- The credit card information is correct.
- You don't already have a Microsoft account that uses the same information.
Regarding the charge there is usually a one time charge that is reversed on singn-up. This tells me the credit card is correct, so it may be you have signed up for an account previously.
As a result, I would further recommend reaching out to Billing support if the above scenarios dont apply. You can call the global support numbers here:
