Users with the billing administrator role do not see Invoices or receive notifications

The person assigned the role of billing administrator cannot see the invoices. She can get to the bills and payments screen but there are no invoices displayed. Additionally, even though she is listed as being able to receive invoice notifications she doesn't. It seems that as global admin I'm the only one who receives the invoices by email or can see them when logged in. We have 12 accounts for different sub-companies so it gets a bit tedious to have to forward the invoices or login and download the invoices for all accounts. Any reason why this would be?
