I received a bounce back email stating that it couldn't be delivered to my email because it's quarantined
Has this issue occurred only recently? If so, have you performed any special operations before it?
According to your description, the issue may be more related to your account, so what's the type of your account? As I know, for Microsoft 365 and EOP mailbox, quarantine would hold potentially dangerous or unwanted messages, and we could find and release quarantined messages in the Security & Compliance Center as a user or as administrator via Threat Management > Review > Quarantine.
