Had server issues which were corrected. VPN with IPv4 is now working
Direcft Access VPN does not provide internal IPv4 address
Server2012R2 std
I have direct accews for VPN configured and all status is green. I can connect remote systems and they show on the current client list. However, the remote client ,while connected via VPN, does not receive an internal network address 192.168.16.x , it gets 168.254.4.xxx but it does "see" the DNS local server 192.168.16.4.
How do I get the internal IP address to pass thorough to the remote Windows 10 client?

Could this be my issue and how do I configure it?

Thanks for posting in Q&A platform.
Based on provided information, my understanding is DHCP isn't enabled on the remote client. So the IP address of the client wasn't obtained from DHCP and was set manually? Please correct here if my understanding is wrong.
Also attaching an article talking about Step 2 Configure the DirectAccess-VPN Server, please kindly check if it was helpful to you.

2020-12-31T14:27:24.393+00:00 All remote windows 10 clients have DHCP enabled for both obtain IP address and DNS address automatically.
I do not enable direct access function, only VPN.
my remote windows 10 client successfully connects to the VPN server but it not provided with an IP address on the PPP adapter form the VPN server.
Again, When I run ipconfig/all on the remote windows 10 system PPP adapter, it says DHCP enabled: No
Why?
