In Azure portal, it is impossible to create a request or refund for cancelled services accruing charges?

There's a cancelled service which accrued insane charges, which are now due.

However it is impossible to dispute them, and it feels like theft from microsoft forcing payment without any chance to even dispute these charges.

If we try to create a support ticket, no matter what is input, it is stuck in the auto suggestions with no chance to create the actual ticket.

If we try to request a refund, it just says Expedited refund limit reached and to create a support ticket, so it's a self feeding loop where nothing works
