When creating a conditional access policy, admins can determine which signals to use through assignments. The assignments portion of the policy controls the who, what, where, and when of the Conditional Access policy. All assignments are logically ANDed. If you have more than one assignment configured, all assignments must be satisfied to trigger a policy. Some of the assignments include:

I think it is supposed to be added. instead of ANDed.

    The term 'ANDed' in this context is correct and refers to the logical 'AND' operation. This means that all specified conditions in the assignments section of a Conditional Access policy must be met simultaneously for the policy to take effect. For example, if the policy includes multiple assignments such as user, location, and device, all these conditions must be true at the same time for the policy to apply. The term does not mean 'added'; rather, it describes the logical relationship between the conditions.
